With the paper, the authors demand energy sufficiency to be declared a guiding principle of energy and climate policy, followed and complemented by efficiency and renewable energy. They further state that financial support should not subsidise consumption but relieve disadvantaged and vulnerable groups and enable them to save energy. Sufficiency policy needs a mix of policy instruments consisting of communication and information campaigns but also regulation as well as clear price signals.
